Dacorum Borough Council

Dacorum Borough Council (“DBC”) are integrating two separate services into one combined service. The Grounds Maintenance and Street Cleansing services will be combined and be known as the new integrated “Environmental Maintenance Service”.

As part of making this happen, DBC appointed Sequena Limited (“Sequena”) as specialist transformation, process re-design and business modelling consultant to deliver documented re-designed processes and associated work to support the combined activities of Grounds Maintenance and Street Cleansing in the new integrated service.

The deliverables from this work are being used as a major component of the new “Service Specification” and a roadmap to specify the key actions to be carried out to ensure the transition to the new integrated service is a success.

Sequena have provided DBC with our innovative people-based LASERTM (Lean Approach to Service Evaluation and Re-design) services incorporating visualisation tools to review the current activities of Grounds Maintenance and Street Cleansing, then to re-design them to create the new integrated “Environmental Maintenance Service”. The key steps carried out for DBC are described below:

  1. An Initial Review Meeting with the Head of Service and key staff to discuss Grounds Maintenance and Street Cleansing today. During this session a Process Review Initiation Document (PRID) was discussed and finalised.
  2. Workshops with staff who carry out activities in Grounds Maintenance and Street Cleansing today to capture the key processes in full. These are group Workshops and at least one person from each role involved in the activities today attended. These are called the AS IS sessions.
  3. Workshops with staff who carry out activities in Grounds Maintenance and Street Cleansing today to discuss the strengths, weaknesses, opportunities and threats within the processes. Also to discuss the mission & vision for the future integrated service and design the new processes required. These are group Workshops and at least one person from each role involved in the activities today attended. These are called the TO BE sessions.
  4. A key output is the identification of quick wins and other actions required to implement the new processes within the new Integrated Environmental Maintenance Service. This was prepared in the form of a roadmap with all actions listed and resource allocated. These actions were individual items, mini projects or larger projects depending on the changes required. These were the Transformation Roadmap sessions.
  5. Knowledge Transfer to Council staff took place along the course of the reviews. One copy of the visualisation software was provided for continual improvement opportuinities.

The work was successfully completed in 8 weeks to a tight timescale and fixed price during the summer months. The output surfaced important items particulary from a people aspect as well as policy, process and technology and a transformation roadmap to ensure the successful integration of the two separate services into one combined, integrated service.
